The Changde Economic and Technological Development Zone is located in the southeast corner of Changde City, formerly known as the Deshan Economic and Technological Development Zone. Deshan boasts a long history and profound culture, and has been the industrial base of Changde City since the founding of the People's Republic of China. The Deshan Economic and Technological Development Zone was established in 1992, with a relatively complete industrial system. It was the locations of such state-owned large-scale enterprises as the Changde Textile Machinery Factory, Changde Cotton Textile Factory, and Changde Qiyi Machinery Factory. Approved by the State Council in June, 2010, it was upgraded to a national-level development zone and renamed as the Changde Economic and Technological Development Zone.
In 2023, there were a total of 232 industrial enterprises above designated size, 118 tertiary industrial enterprises and service enterprises above designated size, 106 high-tech enterprises, and 47 R&D institutions (platforms) above the provincial level in the development zone. The China Railway and Rolling Stock Corporation, China Post Group Corporation, China National Building Material Group Co., Ltd., China Traditional Chinese Medicine Holdings Co., Limited, China Huadian Corporation Ltd., Fosun Group, Hengan Group, Sany Group, Zoomlion Heavy Industry Science and Technology Co., Ltd., and other large enterprise groups have invested and started business in the zone. It boasts two leading industries—light and textile and new energy materials, and one characteristic industry, namely, biomedicine.
It has been awarded the "National High-Tech Industrial Base and Industrial Zone", "National Small and Micro-sized Enterprises Entrepreneurship and Innovation Demonstration Base", "National Green Industrial Zone", and "National Science and Technology Business Incubator". In 2023, it was approved as a provincial chemical industrial zone, and the Changde Energy Storage Material Industrial Cluster passed the preliminary round of the provincial advanced manufacturing cluster competition.
In 2023, the development zone has been striving for progress on "Five-good" industrial zone construction, achieving a total output value of 38.389 billion CNY in the large-scale industry, the gross regional product of 16.34 billion CNY, and a total income of 126.9 billion CNY from technology, industry, and trade sectors (including the Tobacco Industrial Park). In the assessment and evaluation of the comprehensive development level of national economic and technological development zones of the Ministry of Commerce, the Changde Economic and Technological Development Zone ranked 80th. It also ranked 3rd among Hunan's 10 national economic and technological development zones.
