Among the 24 projects of the ten major matters concerning people's well-being, 18 have been proceeded on schedule or ahead of schedule. A total of 657,200 new jobs have been created in urban areas, completing 93.9% of the annual target. Six projects have been completed ahead of schedule, including implementing the "sunflower" action focusing on family education guidance service; increasing urban and rural subsistence allowance standards; raising living allowances and nursing care subsidies for people with disabilities; increasing  minimum basic living allowances for orphans and de facto unattended children; carrying out home adaptation for poor families with severely disabled members; and, addressing prominent environmental problems in concentrated drinking water sources that serve more than 1,000 rural residents.
