Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, met in Changsha with Xanana Gusmao, prime minister of the Democratic Republic of Timor-Leste on the afternoon of April 14, 2025.
Other attendees included Zhang Jianfei, deputy director of the Standing Committee of the Hunan Provincial People's Congress; Wang Wenli, Chinese ambassador to Timor-Leste; Tomas Cabral, minister of State Administration of Timor-Leste; Gastao Sousa, minister of Planning and Strategic Investment of Timor-Leste; Maubere Lorosae da Silva Horta, Timor-Leste ambassador to China; and the governors of Baucau, Ainaro, Cova Lima, Manatuto, and Manufahi.

Governor Mao welcomed the guests. He noted that Hunan and Timor-Leste are good friends and partners, bridging mountains and oceans to support one another. Bound by the bond of "hybrid rice," the two sides have engaged in frequent high-level exchanges, fruitful project cooperation, and deep collaboration on people's livelihood in recent years. In particular, Hunan's rice, fruits, and vegetables have brought bumper harvests to Timor-Leste. Hunan's agricultural machinery and equipment are widely used in the farm fields of Timor-Leste. Animal husbandry initiatives, the construction of drinking water wells, and other projects undertaken by Hunan teams have been warmly received by the local people.
Governor Mao indicated that Hunan will continue to implement the important consensus reached by the heads of state of the two countries, seeking high-quality Belt and Road cooperation. The province will continue to deepen people-to-people exchanges, and further strengthen cooperation with Timor-Leste in such fields as agriculture, health care, mineral development, culture, and science and technology, contributing Hunan's strength to the consolidation of a comprehensive strategic partnership between the two countries and the building of a community with a shared future with neighboring countries.

Prime Minister Xanana remarked that this was his third visit to Hunan, and with each visit, he gains new insights and feelings. Hunan's rapid changes are a vivid microcosm of China's high-quality development. Timor-Leste will actively participate in the Belt and Road Initiative, expanding partnership with Hunan in infrastructure construction, water conservancy, agriculture, food security, health care, and other areas. He welcomed more Hunan enterprises to invest and prosper in Timor-Leste, advancing the comprehensive strategic partnership between the two countries.
